Important information about SEPTA

SEPTA's Fraternal Order of Transit Police (FOTP) Union went on strike as of March 7, 2019, at 12:01 a.m. The employer makes the determination about eligibility for health coverage. According to SEPTA's instructions, health care benefits stop at the point when the strike begins. As a result, SEPTA employees who are affected by the current labor disputes and have health insurance benefits through Independence Blue Cross and Keystone Health Plan East are not eligible for health insurance benefits as of the strike date, unless they contact SEPTA to elect COBRA continuation.

Please note the following:

  • Not all SEPTA employees are involved in the labor dispute, so it is important to verify eligibility prior to rendering services. Members in the following groups are affected:
    • 10093795
    • 10093852
    • 10093741
    • 10095360 (vision only)
  • All health insurance coverage is cancelled as of the strike date, March 7, 2019, including emergency and pre-approved services, unless COBRA has been elected.
  • Should providers receive approval via the NaviNet® web portal for services for the striking SEPTA members on March 7, 2019, and through the remainder of the strike, it should be noted that active coverage on the date of service is required for claim payment.
  • SEPTA offers COBRA coverage to its employees in the event of strike.
  • Members who do not select COBRA enrollment for the duration of the strike will not be covered by Independence.
  • Members must contact their SEPTA benefits office directly for COBRA information or any other benefit concerns during the strike by calling SEPTA's COBRA Administrator, Michele Dubrey, at 215-580-3682.
