Notice of changes to elective feedback process and report access for providers who participate in QIPS/PQIP/PCAM

For eligible primary care providers (PCP), Independence is making changes to the elective feedback process as well as changes regarding access to certain value-based program reports for measurement year 2019 for the Quality Performance Measure (QPM) score program or Quality Program as part of the Quality Incentive Payment System (QIPS) program, the Preventive and Quality Improvement Program (PQIP), and the Primary Care Advancement Model (PCAM).

Process changes

The following changes have been applied to the QPM score program/Quality Program for measurement year 2019:

  • No opt-in for elective feedback. Practices no longer need to submit an email request to participate in the feedback process. If your practice wants to participate in elective feedback, you can simply download the reports from IndexProTM, accessible through the Provider Engagement Analytics and Reporting (PEAR) portal, and complete the necessary information. Feedback reports will no longer be printed and mailed. You will be notified by mail when the feedback reports, along with your preliminary score report, are available for download.
  • Adolescent immunizations. The adolescent immunizations measure has been added as part of the elective feedback process. This measure joins the three cancer screenings and diabetic measures.
  • Discontinuation of return labels. Providers who participate in elective feedback will be responsible for returning the completed reports, along with the necessary member medical records, to Independence at their own expense. UPS labels will no longer be provided. Detailed instructions will be sent in the early part of the second quarter.

Report availability

Independence is transitioning all QIPS program, PQIP, and PCAM reports to IndexPro. IndexPro will be the primary source of QIPS program, PQIP, and PCAM reports going forward. A letter is being sent to eligible PCPs with more information on how to access the reports.

As a reminder, IndexPro registration is also a prerequisite for the QIPS program, PQIP, and PCAM as outlined in the measurement year 2019 program manuals. If you are not registered for IndexPro, you will not be eligible to receive incentive payments for the QIPS program, PQIP, or PCAM. 

If your practice has not registered for the PEAR portal, please review the registration instructions outlined in the PEAR portal section.

Once you have registered for the PEAR portal, you will be contacted to schedule training.

Note: If you are part of an Integrated Delivery System, you will need to contact your Organization Administrator for access to IndexPro and permission to view the reports.

The manuals for the QIPS program, PQIP, and PCAM for measurement year 2019 have been updated to reflect these changes. They are available on the Independence Plan Central page of the NaviNet® web portal (NaviNet Open) in the Current Publications section under Archive of Value-Based Program Manuals.
